Measure the window first, then decide where the curtain rod will go. Curtain size depends on both the window itself and how far above and beyond the window you want the curtains to hang.
Measure the full width of the window, including the frame if needed.

Good curtains should feel intentional. They should cover the window, frame the room nicely, and have enough fullness that they do not look skimpy when closed.

Start with the rod width, then multiply by 1.5 to 3 depending on how full you want the curtains to look.
For Length
Measure from where the rod will hang to where you want the curtains to stop: sill, apron, floor, or puddle.
For A Taller Look
Hang the rod several inches above the window and extend it beyond the window frame on both sides.
